Thieves' layout: the Vilkul`s mafia, economic and merciless

Not from the beginning.

Not for the first year, every Ukrainian who lives in Krivoy Rog feeds avaricious bloodsuckers, who with angered appetite more and more absorb the results of universal labor.

Five and a half billion hryvnia from the city budget is “mastered” by a team of “strong and economic” representatives of the Vilkul`s family. For some items of expenditure, this is done brazenly and openly, allocating money and not making work, while using others using "multi-hatching".

The greed of these people reached its apogee when the first deputy mayor, Yevgeny Udod, using fists and firearms in his office "reached agreements", in the interests of the family, naturally.

How do I know this? From the testimony of witnesses, but more about this later, as well as about why he did it.

If you think that the treasury of Krivoy Rog is the only source of income for Krivoy Rog's "thieves-in-law", then I hasten to assure you that this is a profound error. But I will also talk about this later.

Whom you became.

Before I continue to acquaint the reader with the activities of the Krivoy Rog budgetary organized criminal group, I will briefly describe myself, why I was suddenly interested in this question and why you should listen to my words.

Since birth and to this day, together with half a million Ukrainians, I live in Krivoy Rog, the rich industrial heart of our homeland. From early childhood, peoples tell me that our city is the best, the longest and the most iron in the whole world.

The largest metallurgical combine produces 4% of the world's steel. Just think about it, our city, Krivoy Rog is one of the largest metal producers, on an equal footing with the world giants from more developed countries. Is this not a reason for pride? Yes, an excuse, but this is one side of the coin. The other, like the moon, is gloomy and terrible.

During my childhood, Krivoy Rog was torn apart by banditry. On the basis of the sudden emptiness of the collapse of the Soviet Union, people began to look for ways to fill it.

Someone, like my parents, honest taxpayers continued to go to work, often months without receiving salaries, eating only promises and sour noodles for breakfast lunch and dinner.

Other, destructive elements of society, spent their energy solely for the sake of "snatching". Who had what IQ sufficed for and that "worked".

Some sent energy to the ferocious channel, returning Krivoy Rog in the Middle Ages, terrorizing the inhabitants of the proliferating gangs of "runners".

Others, forgetting the oath, officer's honor and humanity, defaming the honor of the uniform tried to take control of the raging passions of the dashing 90's. Can someone doubt that the "runners" movement in Krivoy Rog could not be stopped? This was not done only because the "necessary" people had a benefit.

Post-Soviet times did not pass without a trace. Some went to the next world (died), others became rulers of this, having made a fortune on the flesh and blood of Ukrainians.

Law enforcers of the lowest rank, from the lower classes, communicated with the leaders of the bandit groups, grew up, nurtured with blood money, taking up positions and closing their eyes with the press of corruption banknotes.

Former criminals, racketeers, runners and their leaders either met with the creator, or themselves began to create, but in a different vein, in the law. They do not always be punks, tear off caps and rape the weak.

If in a nutshell, the sources of wealth for the former cops and racketeers were just a few things: spheres of influence in the territories on which industrial enterprises were located.

While thousands of honest Ukrainians giving their work did not receive wages, hundreds of not honest Ukrainians stole mills, factories, factories and enterprises.

Some of them invested their work in the production of metal, others engaged in its theft, and the third, those who swore to prevent this from swearing paper ignored what was happening.

Many of us living in Krivoy Rog Ukrainians simply do not want to delve into what is happening in pursuit of the goal not to touch the rabid dog, afraid first of all to admit to themselves that they let all this happen.

We let ourselves be fooled then and with our head down we let now. For decades, selling law enforcers covered crimes not only against popular and private property, but against humanity in general. In our city, that in the 90's that now no one from anything is not insured just because the words of the oath and honor are simply devalued.

Just a writer.

Not so long ago, having passed the process of self-identification as a resident of Ukraine, a member of society, a taxpayer and part of the state, I realized that I have not the slightest right to remain silent, closing my eyes to what is happening. My parents were silent, parents of my parents were silent, and their parents also did not know that true power belongs to the people.

Without a shadow of condemnation to say that one is not able to defend the identity of Ukraine a few centuries ago, others are still in the last century tacitly agreed with the union, now, that was for me the impetus to awakening, Ukrainians still began to wake up, aware of their uniqueness, self-determination as a people and nation.

Edmund Burke said that the real triumph of evil is possible only with the tacit consent of good people. Well, it is in our hands not to let evil reign in our native city, our native land.

If there is a God, then he probably rewarded me with the gift of expressing his thoughts on paper, which, I will thank him and try to tell you what I managed to find out for a year of work as a journalist.

Not so long ago I began to deal with anti-corruption investigations. Dirty, thankless business, I tell you. But if Krivoy Rog law enforcers do not want to do this, and I do not want to silently contemplate the dawn of crime in my native city, I will devote myself to fighting it.

The woman who ruined us all.

While conducting the investigation of the theft of the budget in Krivoy Rog, I understood a few things: in the city, in the literal sense of the word, the mafia is in power. Perhaps not its encyclopedic form, but the family is taken as the basis. In the law, a similar structure is called OPG, but de facto it is the most that neither is the mafia.

Much has been said about the godmother of Vilkul Olga Babenko and her firm, which receives hundreds of millions of hryvnia through machinations, intimidation and outright criminal activity.

Now I will only briefly describe the scheme of its work, more about her and her team can be found in my publications on the site “1kr.ua”.

And so, a relative of the Vilkul`s couple with her husband owns the construction company KROST, through which, according to my calculations, Krivoy Rog was inflicted with multimillion, if not billions, damage.

The scheme is very simple: development of budgetary funds, concealment from payment of taxes, fraud with tax credits and development of funds from other budgets. For example, social partnership with giant plants, the public budget and so on.

This is obvious, but let's get more detailed. The city budget allocates funds for the construction of the facility. The tender "accidentally" wins the company of Olga Babenko (KROST). A number of subcontractor companies are involved in the execution of state contracts, on which a tax credit is formed.

When performing construction, the cheapest materials and technologies are used at advanced prices. This is not to say that on paper all the cost of goods and services is initially overstated by at least 30%.

That is, from 100 million hryvnia 30 million are stolen immediately, without any machinations and tricks.

As a result, Krivoy Rog citizens get a brand-new collapsing object, for example, Olga Babenko's company recently made a park out of the vacant lot made of the most poor-quality materials at an overpriced price. In the city budget (or as in the case of the above-mentioned park from the public budget) millions leave.

From the budget of the country through fraud with taxes millions leave, and all of us, Ukrainians living in Krivoy Rog, remain fooled and duped only because they are too kind and trustful.

Another vivid example of "work" Olga Babenko - the development of money from the social partnership between the city and industrial enterprises.

Remember, in the beginning it was a question of Eugene Udod, beatings with threats with a gun? From sources close to the GPU, I learned that the first deputy Yuri Vilkul thus tried to "get" a hundred million hryvnia within the framework of the social partnership agreement between the metallurgical combine and the city.

The money had to go through Babenko's firm. 30 million, which is a "gap" on the curled price, probably a commission in the "family bank". The rest of the amount will be filtered through a sieve of subcontractors with the formation of tax credits and the use of low-quality building materials.

At first Udod tried to speak softly, after resorted to blackmail, further and to direct threats came with assault and arms. This information is known in the prosecutor's office, Udod on the run, he was put forward a suspicion, and in the near future he will be put on the wanted list.

The lever of blackmail on Paramhit was a tax on land. The businessman was blackmailing by the mayor himself in person and Evgeny Udod through his assistant.

The scheme with tax is that according to the Tax Code, the land tax rate for a metallurgical enterprise can reach 12%, and "ArcelorMittall" now pays 1.92%.

To the owner of plant was told either he allocated 100 million for social partnership, or this tax for his combine would be increased to the maximum, which would be very appreciable for an enterprise occupying 8,000 hectares.

It is very easy to carry out this: in the city council of the Party of Regions, which is majesticly calling itself an opposition block, there is a pocket majority of deputies from different parties. They are called differently for the species, but they have only one essence - robbery and grub, deceit and robbery of Ukrainians.

How did it happen? It is very simple: blackmail, bribery, family ties. For example, Olga's daughter Maria Babenko, at 23, was already married three times. Who do you think these new relatives of the young millionaire are?

In the coming days Paramhit Kalon should testify in the GPU, telling about blackmail by the city leadership, extortion and other unlawful atrocities directed against his company.

Remember, I said that not only from the very budget of Kryvyi Rih does the "Mafia" feed? Counterrevolutionary vestiges penetrated as deeply as an octopus into all spheres of the life of the city, and it is difficult to imagine the whole scale.

The sources of income of the Krivoy Rog Mafia are multifaceted: they "milk" the city as a cow, squeezing all the juices out of any cracks. Is there really no justice for them? In Krivoy Rog - no.

Law enforcement agencies in our city - pocket dogs, in the best Orwellian traditions cultivated by the Vilkul`s family. It's amazing, is not it? Now I'll tell you in more detail.

Let's not go far, but remember the launch of the Patrol Police in Krivoy Rog. Who was appointed curator of this power body in our city? Konstantin Musov.

Six months before the start, I submitted my CV myself and went to the Dnipro interview for this post, but as you can see, it was not possible. Time has shown that this is for the better, because then the "system" would swallow me.

Having a television channel at hand, immediately after the launch of a patrol police in Krivoy Rog, a continuous advertising campaign of this structure began. Never a single plot on the "1-st City TV Chanel" did not show the reverse side of the medal.

Before the removal of Vladislav Tkachenko (chief of Patrol Police in Krivoy Rog) and his deputy Stanislav Kolomoits from the Office of the Patrol Police in Krivoy Rog, I got information about the drinking of these people in the building of the "1-st City TV Chanel".

There was filmed a video in which, according to information from my sources, Vladislav Tkachenko, being very drunk, allowed himself indecent statements about our country, the city and its inhabitants. This video, perhaps, is still available to the representatives of the channel, who shot it on a mobile phone. Of course, no one will give it to me. And I cannot show it to you, but never once people convicting me assure its existence.

Okay, with the patrol police everything is clear, go further: the militia. After the "idiot" Valery Lyutoy was recalled from Krivoy Rog (he showed an enviable result on the IQ test), excitement began in our city. We all froze in anticipation of whom Repschko (the head of the regional headquarter) will appoint for a vacant post.

There were four candidates. Worthy among them was no one, you could choose only from the principle of lesser evil. One was engaged in "puffed" fuel, the second was "shrouding" drugs, one more something with pipes choked, and the fourth was rather dubious leadership qualities.

Under the walls of the Internal Affairs Directorate, city residents gathered, demanding the appointment of the least evil, not dancing to the tune of the Vilkul`s candidate. This meeting was known from many different sources.

After a very short period of time, in a few days, another meeting was held under the Internal Affairs Directorate in Krivoy Rog, organized specifically for the picture shown on Musov's “First City TV Channel”. At this rally, drunken people allegedly rallied for the appointment of Grechuh as the head of the Internal Affairs Directorate, but not all of them could pronounce his surname correctly. And after the correspondents of the TV channel "1G" they managed to capture the fact of payment for the protesters.

In general, Musov pushed the nomination of his "dog" as he could and, as the day shows, he succeeded. At the moment, the law enforcement system in Krivoy Rog is headed by the protege of Konstantin Musov. Next, I will tell you who sponsors Musov, and you will understand who is holding the police in Krivoy Rog.

Okay, let's sum up: the patrol police and the Krivoy Rog management of the national police are in the hands of Konstantin Musov. And what about the prosecutor's office?

Here everything is exactly the same as with the police. Citizens probably remember that dirty PR-company, which started "1G" and "unknown persons" on the streets of the city against the new young prosecutor.

All accessible air space was filled with billboards, and frank "drain" materials directed against the new public prosecutor. What in the end? The place was occupied by the "pocket" prosecutor of Musov.

Based on the above, we can safely assume that Konstantin Glebovich is looking at law enforcers in Krivoy Rog.

If suddenly someone thought that since Musov from the Bloc of Petro Poroshenko, this means that de facto the guarantor controls the law enforcement system in the city, he is deeply mistaken.

A people's deputy from the 33 constituency is sitting tight on the "needle" of the Vilkul`s family. How so? Through the funding zone, which is carried out through a citizen named Anton Mikhalenko. He is the former son-in-law of the mayor of the city Yuri Vilkul. Now, because of the GPU, this citizen (having dual citizenship) is in Israel, hiding from the investigation.

What is the consequence of Mikhalenko? On the pages of the news portal "The First Krivoy Rog" it was said. The former husband of daughter Yuri Vilkul works at the mayor of Krivoy Rog with a "purse". It is on him that all the factories and steamboats are recorded, the origin of which the mayor could not explain in his declaration, like his son.

Thus, it turns out that the entire law enforcement system of Krivoy Rog is in a dormant regime, since it is the mafia of Vilkul`s that oversees its work. Another example of this - the municipal guard beat Anton Kravchenko at the session on October 26, 2016, did not allow people to the city council, when the mayor gave land to the priests of the Moscow Patriarchate for free for life.

When the personal protection of Vilkul hired for budgetary money abusively violated the constitutional rights of citizens, everything was monitored by patrol police and militia. They all silently watched. On this fact, a criminal case was opened. Almost a year ago. Since then no investigation has been carried out. The matter is hushed up.

Lullaby.

A striking example of the fact that the law enforcement system in Krivoy Rog sleeps with a lethargic sleep is the fact that the GPU arriving from Kiev for several days could find enough evidence to initiate a lot of criminal cases.

Do not stacked in the pocket of the Vilkul`s family law enforcement had the courage, determination and professionalism to disclose the facts of multi-million theft from the budget, concealment from paying taxes and all of the above.

At this time, the Krivoy Rog officers were up to their ears in the pockets of a “strong and economical” family, forgetting about the oath, the honor of uniform and dignity, closing their eyes with not smelling paper.

Yes, that is far to go, those who read my publications on 1kr.ua know about the conditions on which the land was sold for Volkswagen Center Krivoy Rog. Instead of 73 million hryvnia, it was valued at 2 and sold on credit at a price many times lower than the one that was paid earlier in the treasury of the city in the form of rent.

Want a joke? 10% of the "Volkswagen Center Krivoy Rog" belongs to the wife of Krivoy Rog SSU Olga Bulavka, the rest of the deputy of the city council from the opposition block. And another deputy from this party, Artem Kolomoets, is also working in this center. He is also the son-in-law of the city council secretary Sergei Malyarenko. Coincidence?

By the way, according to Malyarenko, I have raw material, I will gladden the reader for freedom.

"Polygon".

At the moment, our city in a literal and figurative sense is a polygon. For the mafia, this is a place for receiving super profits. For local "policeman" - the opportunity to sit quietly to build own vertical, hierarchy, kingdom or principality. And for the Ukrainians living in Krivoy Rog - the polygon of the battle between good and evil. We are literally exterminated here literally and figuratively.

Robbed, spending taxes, robbed allowing industrial plants to pollute the air by getting them "kickbacks" in the form of money for social partnerships that are also being stolen. Medicine does not develop, the number of cancer patients breaks records. The number of drug addicts has long been forgotten by all.

Let's be honest - who does not know what marijuana is, and say that he does not know what her merchant looks like? One who does not live in Krivoy Rog. Do you know how much it costs to "open a point" for the sale of amphetamine and cannabis? 2000 dollars a month to guess who?

Want to open a porn studio, but do not want problems with law enforcement? 1500 dollars from the point.

Do not want a porno studio, but want a slot machine? Yes, generally easy, the main thing is timely payment.

In short, they steal everything and everywhere, while not forgetting to feed us with "indicators", in the best traditions of the Orwellian 1984 and the Animal Farm.

The day before.

Before I sat down for this publication, I thought for a long time, analyzed, compiled and calculated. And that's what I came to, so to speak to the "layout."

Naturally, the stolen billions will not agree so simply to quit the game and will try in every possible way to resist it. The mayor's son agrees with Kononenko, "the illegitimate son of the President".

Judging by the latest events, they get it because yesterday only four persons were involved in the executive committee of the city council: two cops and two prosecutors. Most recently, almost a whole platoon came here. Sources told me about 60 crews of 15 people each. And yesterday only four. What is this "dummy"?

Naturally, just "hush up" will not work this way and in any case, there will be "scapegoats", well, or "Udod`s of absolution", to whom it is more like. At these "endured" everyone hangs, they will be paid by whom they need it and the business will stop. Who do you think will compensate for the billions of dollars that the Mafia will incur by "closing" this business? Ukrainians living and paying taxes in Krivoy Rog. Small and medium business, big business, ecology, medicine and of course, law enforcement.

The flywheel is started. From sources in the Prosecutor General's Office it became known that, not without the help of the supervision of Musov, the closure of the majority of criminal proceedings began on the facts found during searches in the executive committee of the city council. Reason for closing cases: there is no person who has suffered damage or suffered from this. And you know why it is not? Because none of us bothered to write a statement to the GPU that all of us and you, reading these lines, suffered damage from the fact that your taxes were stolen, stupidly, impudently, “economically” and cynically.

Word of the mayor.

Suspicion of embezzlement in especially large amounts in the name of the mayor of Krivoy Rog already lies on the table of the General Prosecutor, but has not yet been sent to him. The word is for the mayor, for what he has to offer.

I do not know for sure, but it is very similar to the fact that Yuri Vilkul prepared a thorough speech, as he suddenly left his estate in Vienna and returned to Krivoy Rog to hold a session of the City Council.

What is the mayor's word was visible on the first vote, when he tried to award the title of honorary citizen Anatoly Makarenko. Do you know what for? For the fact that he keeps the workers in the crook of Krivoy Rog. This "citizen" first created the trade unions under the control of the enterprises, and then turned them into a "port whore", smiling at the one who would beckon with a ringing coin.

Naturally, the majority were against it. Then the mayor put the issue to the vote again, and then again, until he rewarded his person with a high rank.

The fact that our mayor, to put it mildly, does not fully keep his word we see every day. At least if you look at his promises and facts: the roads in the city are being destroyed more quickly than they are being repaired, the budget is stolen, and the streets are not illuminated.

Ivory tower.

All of us, each of us paid for the construction of an ivory tower for each of the members of the Vilkul`s family. Olga Babenko's mansion is directly under the Internal Affairs Directorate - a masterpiece of contemporary art, the parks she builds - a dull post-Soviet decadence.

The estate of the Vilkul family in Vienna, according to eyewitnesses, will easily give odds to Poroshenko's mansion in Spain, or where he built it.

For the construction of their business centers, houses, villas and palaces, the best materials are used in the best traditions of the “Golden Baton era”, while for each of us a disorganized hospital architecture is broke, the poor passenger transport infrastructure and, as my grandmother asked me today, non-working phone in the registry of 8-hospital. This is all for us, taxpayers, the real power in our country.

If you continue to live as you have lived, in the fiefdom of a “strong and economic” mafia, plow and receive pennies, eat noodles and insolent cynicism - continue to act in the same vein as before: tacitly agree.

You realize that neither Lutsenko nor Poroshenko will live in Krivoy Rog, they will not breathe our air, and in 80 years they will not register at the onco dispensary, which to some extent waits for each of us.

We will not have another life and another chance, better than now. We can not back down, we can not give up.

Remember the main thing: "We are a people whose truth was not defeated by anyone"!

Where we are not.

In conclusion, I want to give an example, which was once brought to me by a person close to me. Working in Krivoy Rog for a salary of an honest worker in one month, you can buy 20 lighters, while on another part of our planet, where the sun rises exactly the same as where it rains, and the gravitational force is equal to ours for the same work, you can get paid, on which you can buy 20,000 lighters.

There is not enough space for all those wishing there and we have only one way out: to build here such a place, stopping silent and, waking up from a dream in real life, begin to demand, take responsibility and stop deceiving.
